
Kazakh President Nursultan Nazarbayev signed several laws as part of a customs union of three countries (Belarus, Russia and Kazakhstan).

These are the laws "On ratification of the Protocol on the common system of tariff preferences of customs union," "On Ratification of the Protocol on the conditions and procedure for use in exceptional cases, import duties, other than a single customs tariff rates" and "On ratification of the Protocol on the provision of tariff concessions .
In accordance with the second protocol, the participating countries may, within five years to apply tariffs above or below a single customs tariff. This measure can be used in exceptional cases - for the national, economic or food security. This was said earlier Kazakh Minister of Industry and Commerce Asset Isekeshev. The minister said that it is "necessary for the adaptation of national industries and provides a log of opportunities for our business." In this case, the decision to change rates will be taken in the commission of the Customs Union.
The third protocol stipulates that tariff concessions granted in respect of goods imported into the territory of the Customs Union shall apply regardless of country of origin. The application of tariff concessions provided in the form of exemption or reduced rate of import duty.
November 27 heads of Belarus, Russia and Kazakhstan agreed on the date of commencement of the customs union. Integration Association will become operational from January 2010.
